I don't see a tag being called out in all tabs so there's something of a randomness there.

Then, we preface the topic title with the tag, UNLESS the tag already appears in the topic title. For example, we will do “c++ - string help” to give clarification to the topic, since string help as a title on its own can be a bit ambiguous. But if the topic title is already “help with c++ strings” then there’s no need for the additional clarification.
I guess, in retrospect, we can change the behavior so that if the most popular/relevant keyword is already explicitly mentioned, we could show the second best choice instead of dropping it entirely.
It's fine as it is. I noticed it and wondered if something odd was going on. As you explained, it's working as intended. It's just me. I tend to notice such things and as noted above it's really a small thing which you have bigger problems to work on.
Here the move/changes caused by sale/purchase has me learning yet another moderator/forum system. CNET Forums go read only on Dec. 1, 2020.
I had some time this morning, so I decided to go ahead and fix this anyways. Now, even if the first choice tag already appears in the topic's title, it will attempt the second choice, etc.
